AGF task:


  • Find new, innovative and additional sources of funding.
  • 20-25 dollars per tonne necessary to achieve goal.
  • Political will of leaders is necessary
  • Cost of Development has already risen and will continue to rise if nothing is done.
  • Asking for those who created the problem to partially assist to stop current trends.

Key issue in on Climate Change Agreement is Climate Finance.
  • Not only a question of finance but about burden sharing.
  • Create climate of trust between developed and developing countries.
  • Challenging but feasible $ 100 billion target /goal.
  • Analysed number of potential sources and options. 
  • Find compromise by scaling up existing public and private instruments.
3 main findings of the report:
  1. Carbon Pricing necessary. 
  2. US$20-25 per tonne of CO2 recommended. higher carbon price, greater reductions.
  3. Climate friendly investments essential.

Q1. Implementation:
Ans. Report measured criteria against inclusions. This showed that cardbon related measures had a double positive effect and generates revenue. The advisory reports includes small steps to be taken to reach $100 billion goal.

Q2. How to Generate Public will?
  • UN Secretary General will be sending the report to all member states.
  • Submit to UNFCCC for consideration in intergovernmental process.
  • Active participation is necessary but it is left to member states to consider and agree.
  • Encourage member states to consider and agree
  • The existing gap of trust between developing and developed member states must be bridged by financial support.
  • Reports target is also media, and civil society. hope they will help build political consensus within constituencies.
